The following information is the typical pre-package sent to our customers to explain the purpose,
benefits and preparations for this audit.


1. Determine critical business processes and organizational structure.

2. Review people performance management process and current skills assessment (i.e. current performance
     review process) and test them for alignment with a “Skills-based Progression” plan.

3. Review quality and completeness of current position summaries for key maintenance positions.

4. Review current progression process and test for alignment with training program development.

5. Review the training justification process.

6. Review HR skills management and development to determine if it is RISK based.

7. Document the opportunities and challenges faced when implementing a skills-based pay or progression program
     (pay for skills).

8. Draft an implementation plan that identifies and manages the major constraints to implementing a skills-based pay

Audit Process Overview:

1. Pre-audit activities:

•  Pre-audit meeting with the audit sponsor(s) to discuss general scope and expectations of an audit.

2. On site activities:

•  First interviews with the leadership team to gather key business issues and strategic objectives. These will
   be considered throughout the audit to build a practical plan forward to address business issues and opportunities
   at hand.

•  Audit completed by doing interviews and review of site documentation, records and information systems. The
   interviews are done vertically and horizontally within your organization. Interviews are also held with key
   inter-departmental connections to assess information flow. Detail information flow charts are not within the
   scope of this audit.

   CARVER PA CORPORATION auditors use a Quality control reference binder which contains standard questions
   and business issues that need to be clarified.

   Perform on-going, real time reviews with audit sponsors on all of CARVER PA CORPORATION’s findings.

•  The final step while on site is to sit down with the audit sponsor(s) and work together to discuss high level findings
   and build a draft proposed plan forward based on the preliminary findings.

3. Off-site activities:

•  Final report is compiled in Edmonton, complete with findings, opportunities for development and proposed
   improvement plan forward within 15 days.

Access to the following information would be especially beneficial to help ensure success of the audit. The order of access
is not important. Further access may be required to clarify specific issues.

1)    HR Policy & Practices manuals

2)    Organizational flowcharts

3)    Performance management documentation (performance review forms and actual records)

4)    Access to position summaries for all area positions

5)    Access to “typical work day” for administration, operations, maintenance and supervisory personnel

6)    Access to interview the Maintenance Superintendant/Manager for 1-2 hours (to define business activities and processes
       and to capture vision of strengths, weaknesses and priority opportunities).

7)    Access to interview the Operations Superintendant/Manager for 1-2 hours (to define business activities and processes
       and to capture vision of strengths, weaknesses and priority opportunities).

8)    Access to interview a field repair technician/lead hand for 1 hour (to review development processes).

9)    Employee Review/Development forms.

10) Training programs and manuals (linkages to procedures and core competencies)

11) Access to ‘People Performance Improvement Plans’.
