The Commissioning and Start-Up (CSU) process is potentially the most stressful and dangerous phase of a facilities life cycle due to its inherent risks and uncertainties. This phase is of short duration but remains the highest risk period for your people and assets and has the greatest impact on short and midterm operations costs. A safe, successful CSU requires the highest level of skill, knowledge and experience in the areas of Commissioning processes and documentation control; project management, risk management, asset function, project integration and communication.

Commissioning Services Overview

Carver PA Corporation provides five types of Commissioning and Start-Up technical support services.  The type of service required by your organization depends on where your organization is in its development, the project complexity, and the risk and magnitude involved.

1) Commissioning Planning and Control Field Training Facilitation Manuals
Commissioning SUPER Specialist Manual (CSSM) - This manual is designed as a “cookbook” for your team to ensure consistent, high quality training in Commissioning Management. It is a reference manual for both senior and junior staff to gain the theoretical knowledge required to prepare, plan, control, and terminate a Commissioning sub-project. This is typically supplemented with:

Training Programs by Carver to ensure a solid knowledge base is established that will provide
  a foundation to build on and subsequently minimize learning time (see #2 below).

On-site CSU Coaching and Support from one of Carver’s Senior Field Facilitators throughout
  development and field execution of the commissioning project.

2) Advanced Commissioning Planning and Control Training Programs. These programs consist of a mix of classroom based case-study working sessions followed up with one-on-one coaching by a Carver Specialist. This combination ensures the workshop learning is fully understood, behaviours embedded and then practically applied within the limitations of your site.

3) Commissioning Quality Control Manual. This manual documents a set of Standard Commissioning Planning Practices and is referenced in all training programs. This manual should be integrated into your Operations and Maintenance Standard Practices manual. It must incorporate your internal policies, decision making culture and Standard Operating Procedures. This manual will drive consistent high quality Commissioning Planning and Control practices on an ongoing basis for future outages and expansion or capital projects.

4) Commissioning Operational Readiness Review (OOR) Assessment.
**Note: this assessment should take place 2 to 6 months prior to ‘Feed-On’ date in order to allow time for refinements in Planning and Control preparations. The output of the review is a practical plan forward approach for the recommended prioritized improvements.

5) Supply of Contract Commissioning Staff required to supplement internal teams. This often includes Carver PA Corporation providing Commissioning and Start-up Specialists to supplement the Commissioning planning and control processes.
